Energy Diversity Strengthens the United States. How Should We Pay for It?

The Federal Energy Regulatory Commission, the body that sets the rules for the competitive energy markets around the country, will soon take up a proposal from the Department of Energy (DOE) to adjust the pricing system, to ensure the survival of electricity generators that keep at least 90 days of fuel on hand. The department believes the current trend of unusually low power prices is pushing more of these plants, including nuclear reactors, into early retirement, and threatening the power grid’s resiliency and reliability. At the heart of the DOE’s proposal is the idea that everybody values resilience, but at the moment, nobody pays for it. In the electricity markets today, consumers pay for energy, and they pay for capacity – that is, the ability to make energy when needed. They pay for other services on the grid, like voltage control, that keep the electrons flowing smoothly. It’s time, says the expert, to step back and take a look at the role of natural gas. Electricity demand shifts up or down in a heartbeat, or considerably faster. The hardware that supplies power generally changes slowly, because power plants and transmission lines take years to plan and build. Those two considerations are balanced by an expert organization called the North American Electric Reliability Corporation . NERC looks ahead a decade and projects whether the system will have enough “reserve margin.” That is, will it be able to produce as much power as consumers will demand. What the Colonial Pipeline Teaches Us About Fuel Diversity

Six southern governors have declared states of emergency in the last few days, because a gasoline pipeline sprung a leak near Birmingham, Alabama . The pipeline, which runs from East Texas to New Jersey, normally carries 50 million gallons a day, after the leak was discovered on September 9, some gas stations have run dry and others have long lines. Gas prices have surged , and it’s not clear when the pipeline will re-open. So what is the lesson for those six states (Alabama, Georgia, the Carolinas, Tennessee and Virginia) and the rest of us? It’s that hand-to-mouth energy systems will intermittently face disruption. Pipeline ruptures are not unusual. Nuclear Costs are Down and Performance is Up … Again

In 2015, total generating costs for U.S. nuclear generation declined to $35.50/MWh from $36.35/MWh, a two percent decrease (2015 dollars).  Total generating costs are the “all-in” costs that include fuel, capital, and operating expenses. As the table below shows, the costs decreased roughly evenly between fuel ($0.31/MWh), capital ($0.22/MWh), and operations ($0.33/MWh).   While the costs declined in 2015, performance improved.   The nuclear industry operated at 92.2% capacity factor , which was an increase from 2014 (91.7%) and 2013 (89.9%). The nuclear industry is fighting to be valued properly in the electricity markets.  Not only do nuclear plants provide electricity 24 hours a day, 7 days a week, they provide clean energy , grid reliability , price stability, and fuel diversity .  Each of these attributes provides value that is not always priced into the market.  In...

For the first time, House Speaker Paul Ryan (R-WI) will sit behind him to his right, thinking “I could do that.” Of course, behind him to his left, Vice President Joseph Biden will be thinking the same thing but with the sorrowful knowledge that his time has passed. Nuclear Energy Is a Key Part of the Act

Think energy diversity Now, there’s nothing wrong with pointing out nuclear energy’s shortcomings, but AA Clearinghouse (a group, not a single person) on Storify really goes the extra mile. It kicks things off by noting that President Richard Nixon wanted 1000 nuclear units by the turn of the century. That shows nothing except that Nixon was an enthusiastic booster. He wasn't the first and certainly wouldn't be the last.   Otherwise, the article is just a half-baked attack . The Nuclear Industry claimed that it could solve the Climate Change issue and cost less than other sources of electricity. Nuclear Powers On in the Texas Heat While Wind Wilts

Michael Purdie The following is a guest post by NEI's Michael Purdie. Major cities in Texas were subject to numerous 100 degree-plus days this month . Houston, Dallas, San Antonio and Austin all had record setting electricity demand. If you have ever been to these cities during one of these days, it’s hot and there is very little breeze to cool you down. The most extreme day for the grid was August 13, when power prices peaked above $1,000/MWh. When this occurs, the grid operator (in this case, ERCOT ) takes action. ERCOT called for conservation measures because electricity reserves were below 2,500 MWs during the peak. Why did this occur? Simple. The wind generating units in Texas produced less than 20% of what they’re capable of providing. By operating at less than a 20% capacity factor, wind units provided 633 MWs of power less than what ERCOT predicted during the daily peak demand. Why the Electric Grid Needs Diversity

Here's an excerpt: EJ : Wind and solar are growing by leaps and bounds because of tax subsidies, state mandates, and improving technology. Where is this leading the grid? Wald : There is a limit to how much is desirable. Consider this analogy. In February in Washington, the National Symphony Orchestra performed the Eroica Symphony. Just as Beethoven specified, there were two oboes, two flutes, two bassoons, three horns, and timpani. If the price of oboes dropped, would the symphony use more of them? Of course not, because the conductor isn’t hiring on price. And as it turns out, the price of oboes is pretty stable, at least in relationship to flutes, bassoons, horns, and timpani. How Nuclear Energy Keeps the Grid Up in Extreme Weather

Over the past ten years, two of the power grid’s worst ten days were during the polar vortex of January 2014 , and for 2014 alone, four of the top ten were caused by the vortex, according to a new report by the group that enforces reliability standards on the high-voltage grid . Weather-related challenges to the grid can be divided into two categories: the ones that disrupt load and the ones that disrupt generation. Thunderstorms, snowstorms, derechos and similar events that tear down local power lines are in the first category, and extreme temperatures are in the second. The distinction is important because if the power line in your neighborhood is taken out by a snow-covered tree, then it doesn't matter if the power plant is still running, and the system can get by on many fewer power plants as load disappears. ...

Wald In an October 7, 2014 article , New York Times reporter Matthew Wald aptly describes the market forces, technological changes, and policy choices challenging electricity providers today. He artfully distinguishes two aspects of electric generation that are important to understand the value of diverse sources of electricity. One is the energy contributed by a generator, the other is the power it provides. Wind and solar contribute energy (i.e., electric current flowing when the wind blows or sun shines). Nuclear, coal, and gas-fired generators contribute both energy and dependable power (i.e., current flowing when and in the quantities needed by the grid).
