Nuclear Up, Emissions Down: The EIA Outlook

The U.S. Energy Information Administration sees incremental growth in nuclear energy capacity through 2035 in its Annual Energy Outlook 2012 (AEO 2012) reference case, which has just been released. Nuclear generating capacity in the reference case increases from 101 gigawatts in 2011 to 112 gigawatts in 2035, with 10 gigawatts of new capacity due to 5 new plants, 7 gigawatts of uprates at existing plants and 6 gigawatts of retirements, according to the report. This is one gigawatt more than projected in the AEO 2011 reference case. At the same time, it forecasts CO 2 emissions rising 0.2 percent per year during this period, or about 4.9 percent in total. While the rise in nuclear capacity is good news, the news about carbon emissions is a little disturbing, at least at first glance. NEI Confronts Politifact on Clinton Statement on Nuclear Costs

Last week, David Bradish posted his take on President Clinton's statement concerning the costs of electricity generated by wind, solar and nuclear energy. After looking at the numbers, David concluded that an analysis by Politifact that rated Clinton's statement as "half-true" was flawed and needed to be updated to "mostly false." Earlier today, John Keeley of NEI's media team I shared a copy of David's analysis with reporter Louis Jacobson and editor Martha Hamilton . If and when we get a response, we'll let you know.

Are Wind and Solar Cheaper Than Nuclear?

Last week on the Daily Show , former President Bill Clinton asserted that wind and solar are projected to be cheaper than coal in 2-5 years and that both wind and solar are cheaper than nuclear right now. PolitiFact dug into the numbers and found that the President's statements were only half true. We took their analysis one step further and argue that the President’s statements were mostly false. PolitiFact cites the Energy Information Administration (EIA).  EIA is a credible source for comparing levelized electricity costs for new generation technologies. PolitiFact is correct that solar is much more expensive than most all other generating technologies including nuclear. Union of Concerned Scientists Needs to Do a Bit More Research on Their Nuclear Claims

Mr. Elliott Negin, media director for the Union of Concerned Scientists, published the same jaded piece at Seeking Alpha and Greentech Media on how nuclear power is “Too Costly to Revive.” He begins by painting a somewhat rosy picture of the nuclear industry but then begins to dish it out by discussing the “industry’s Achilles’ heel” (cost of construction). The nuclear industry likes to point out that it has low production costs, which it does. What it doesn't mention, however, are its rapidly escalating capital costs, those associated with paying the cost of plant construction, including financing. Well, we like to tout the good cost numbers of nuclear and of course our critics like to point out the not-so-good numbers. So which is it? Studies, Studies and Mo' Studies with Nuclear

Actually, there are only just three recent studies/reports I'd like to bring to your attention. The first comes from Ted Rockwell (pdf) at Learning About Energy . Colleagues: Attached is a list of purported facts about the use of nuclear energy for generating electricity, and purported facts about the principal, post-fossil alternatives: wind, solar and biofuels. There are no conclusions or recommendations here, just facts. Just real-world facts, no predictions or estimates or opinions. I don’t know of any other document that performs this function. In it, there are some interesting safety stats on wind (p. 8) that I was unaware of and Mr. Rockwell includes some commentary on Amory Lovins' way of life that makes for some good reading. Amory Lovins vs. Stewart Brand - Part Three (The “Portfolio Myth”)

The third part of our series that debunks Amory Lovins’ study which criticizes Stewart Brand’s nuclear chapter discusses the need for all emission-free technologies to reduce greenhouse gas emissions. The “portfolio myth” On page 82, Brand states that : climate change is so serious a matter, we have to do everything simultaneously to head it off as much as we can . Stewart Brand backs up his statement by citing Princeton’s wedge concept which proposes that a number of different technologies will be needed to avoid CO2 emissions. Lovins, of course, doesn’t buy this (pdf, p. 17): There is no analytic basis for Brand’s assumption that all energy options are necessary, nor is it sensible. Lovins goes on to criticize Brand for misinterpreting parts of the Princeton study. As well, Lovins dings Brand for offering only one piece of evidence to back up the concept of a portfolio approach. Explaining It All for You

Let’s get the long weekend going with some good reading: The Energy Information Administration, the statistics arm of the Department of Energy, has launched a new portal called Energy Explained , which, um, explains energy. All the usual suspects are accounted for and nuclear energy has a nice set of pages. It really does start at the beginning: Nuclear energy is energy in the nucleus (core) of an atom. Atoms are tiny particles that make up every object in the universe. There is enormous energy in the bonds that hold atoms together. Nuclear energy can be used to make electricity. But first the energy must be released. It can be released from atoms in two ways: nuclear fusion and nuclear fission. Nice shoutout to the fusion gang there. Doubling Down on Nuclear with the EIA

The Washington Times, which acts in DC as a counterweight to the more liberal (and far more influential) Washington Post, writes today about a report (the full report in PDF) from the Energy Information Administration on the Waxman Markey climate change bill. For the nuclear industry, its conclusions are pretty spectacular, especially since EIA’s reports are heavily referenced in Congress and help set energy policy. CFR’s Balancing Benefits and Risks of Nuclear Energy

It’s been awhile since I’ve debunked a report so I thought I’d break my hiatus by starting on a new one. This one is from the Council on Foreign Relations titled Nuclear Energy: Balancing Benefits and Risks . To start off this post, readers should note that our CEO (Skip Bowman) and CNO (Marv Fertel) were on an “Advisory Committee” for this report noted on page 37. By reading the paper one would of course think that NEI endorsed the report. Quite the opposite. The two raised serious objections to their conclusions but apparently had no weight. However, as the long disclaimer at the front of the report notes, the advisory committee “are not asked to sign off on the report or otherwise endorse it.” Instead, these advisors are a “sounding board” to provide comments on the report after it is drafted. While Mr. Ferguson addresses the challenges to a greater role for nuclear energy, he doesn’t recognize the efforts being made today to overcome those challenges. In any event, to address clim...
