An All-of-the-Above Nuclear Future

RIC sessions cover numerous topics du jour, including justifiable pride by regulators and industry alike in the safety improvements made in the wake of the earthquake, tsunami, and nuclear emergency that occurred at Fukushima-Daiichi; anticipation of second license renewals that will further extend the useful life of our operating fleet of 100 reactors; and excitement about new, advanced design nuclear plants. Watts Bar 2 Fuel Load is a Major Milestone

Last Friday, employees of Tennessee Valley Authority ’s (TVA) Watts Bar Nuclear Plant started loading the first of 193 new fuel assemblies into its Unit 2 reactor. This action marked the first, initial core load of a commercial nuclear reactor in the U.S. in nearly two decades. When I heard this exciting news, I couldn’t help but recall some happy memories from earlier in my career when I worked on Watts Bar Unit 1. The fuel load and startup of Watts Bar Unit 2 is a very important milestone for TVA and the nuclear industry. I was working at TVA in the late 1980’s when the startup of Watts Bar Unit 1 was one of our focus areas. The Nuclear Imperative in Taiwan, Tennessee, and Nevada

At the Washington Post, editorial board writer Stephen Stromberg surveys the energy scene in Taiwan: Taiwan imports about 98 percent of its energy supplies , mostly the fossil fuels that keep its fluorescent streetscapes flashing and its many factories humming. The Taiwanese are against virtually every form of carbon dioxide-free energy for various reasons. A fourth reactor on the islands faced such massive protest it has never been turned on. But Stromberg is having none of it, coming to the point of his piece: Because climate change is a global problem, the choices of Germany and Japan — both of which have shut down perfectly serviceable reactors in recent years — and Taiwan as well affect the rest of us. From Monkeys to Nuclear Energy in Rhea County

We often talk about the economic boon that nuclear energy plants bring the counties and towns in which they are located. This is true of many types of big industrial structures, of course, which tend to locate in relatively out-of-the-way places – they are, however you cut it, big structures and need room to spread out. (well, wind farms aren’t big per se, but they certainly do spread out.) So you could say that what is true of a nuclear energy plant is also true of a coal plant or gas works. Workers like to be in their vicinity. Why ? The Watts Bar Nuclear Plant has turned into one of East Tennessee's biggest employers with 5,000 TVA and contractor employees working around the clock to build a new reactor and refuel another. No Tears, Please, for Nuclear Energy

Natural gas is priced lower than ever, a fair number of nuclear reactors have been sidelined with extended outages – enough to bring the fleet’s total capacity down for the year – and a couple of plants are closing albeit for different reasons. Surely, we could be excused for being a little – lachrymose, yes? Growing fearful that the nuclear energy industry will suddenly crater or more subtly wave a handkerchief goodbye as it gradually leaves the scene is not really backed up by facts. Consider: Natural gas will increase in price; the carbon emission profile between natural gas and nuclear energy has become more apparent (as we’ll see as we go along); utilities loath putting all their energy eggs in a single basket; and nuclear energy, finally, is a mature and well understood technology. Guest Post: Nuclear Energy’s Value Proposition Still Strong, Will Reassert Itself in Next Decade

NEW YORK CITY—Despite challenging electricity markets and natural gas prices at a 13-year low, industry leaders are confident in the long-term prospects for nuclear energy and its contributions to the electricity mix and U.S. economic growth. On average, America’s 104 commercial reactors are the most efficient power producers on the grid—operating at 86 percent capacity factor. Capacity factor is a measure of efficiency, with a 100-percent rating equaling full power production 24/7, 365 days. Absent reactors in California, Florida and Nebraska that have been closed virtually all year for extended maintenance, the capacity factor at the other 100 reactors was just shy of 90 percent. “We continue to invest in these facilities to preserve their asset value,” NEI President and CEO Marv Fertel told nearly 200 financial analysts and journalists at the Insti...

TVA Building Watts Bar 2 and Building Up the Tennessee Valley

Here’s some good news : The Tennessee Valley Authority board in the US has approved continuing with construction of the second generating unit at Watts Bar Nuclear Power Plant located on the Tennessee River near Spring City following a revised estimate. The estimate presented to TVA in early April, revealed the project requires an additional $1.5bn to $2bn to complete, bringing the total cost to complete the unit at nearly $4.5bn, with the most likely estimate of $4.2bn. Now, it may seem counterintuitive to splash out that kind of money – one might call it the fixed cost issue. The fixed cost of building a large industrial plant – much less a nuclear facility – is fantastically high, at least if one is trying to raise the money for it in a fairly short time. But the variable costs of running the plant are relatively low. If the plant runs for 40 years – as the current generation has done – and then goes another 20 years – then that plant cost can generate electricity quite ...

TVA Statement on Severe Weather and Nuclear Plants

The American Midwest and Southeast have been struck by tornadoes today . We just received the following statement from the Tennessee Valley Authority concerning the status of several nuclear power plants in their service: TVA has activated its Transmission Emergency Operations Center to assess the damage and manage the response to today’s severe storms. At this time, TVA reports 10 transmission lines are out of service, with the most severe weather reported in North Alabama and Southeast Tennessee. The transmission system is stable and secure. All TVA customer connections are in service with the exception of five connection points for Volunteer Electric in Hamilton and Bradley counties. Initial reports from Athens and Huntsville, Alabama, are that an estimated 44,000 customers are experiencing outages. We are aware of outages in other locations, but we do not have estimated customer numbers yet. All three nuclear sites remain safe following the recent storms. The three units at Bro...

Setting the Watts Bar Too High

The Sierra Club, the Southern Alliance for Clean Energy, the Tennessee Environmental Council, the Blue Ridge Environmental Defense League and We the People Inc. on Wednesday asked the NRC for permission to intervene against TVA's bid for an operating license at the Rhea County site [a.k.a. the Watts Bar Nuclear Plant]. The groups contend the Unit 2 reactor could harm water resources, including the Tennessee River, and risk public health and safety because of fundamental weaknesses in the reactor's four-decade-old design. Apparently, a gathering of environmental groups on one issue is a bit unusual: [Sara] Barczak [of the the Southern Alliance for Clean Energy] believes it is "pretty unique for Tennessee" for several environmental groups to come together on an issue like Watts Bar, but is glad for the support. NEI Comissioned Survey Finds Strong Local Support for New Watts Bar Reactor

From an NEI press release : More than 80 percent of Tennesseans living within 10 miles of the Watts Bar nuclear power plant would accept construction of a new reactor at the plant site or completion of the Watts Bar Unit 2 reactor, according to a public opinion survey conducted in July for the Nuclear Energy Institute. The telephone survey of 300 randomly selected adults found that 88 percent of respondents would agree with a decision by the Tennessee Valley Authority to complete the Watts Bar Unit 2 reactor on which construction was halted in 1985. Sixty-eight percent “strongly agreed” and 20 percent “somewhat agreed,” while only 11 percent disagreed. Eighty-three percent of plant neighbors said that, if a new power plant were needed to supply electricity, they would accept a decision to add a new reactor “at the site of the nearest nuclear power plant.” Only 14 percent of respondents said construction of a new reactor at the nearest plant site would not be acceptable. TVA Approves Completion of Watts Bar 2

From the AP : The Tennessee Valley Authority's board of directors voted unanimously Wednesday to begin a five-year plan to finish a second nuclear reactor at the Watts Bar Nuclear Plant on the Tennessee River. The plant, about 50 miles south of Knoxville at Spring City, was the last new nuclear plant to come on line in the United States when it fired up one of its two planned reactors in 1996. The plan to finish it is expected to cost about $2.5 billion, likely funded by the public utility's revenues and adding debt. It was approved after a $20 million internal study on the feasibility of finishing the reactor determined it was already about 60 percent complete. More great news, even better coming on the heels of the Unistar announcement last week. Congrats to everyone at TVA.
