As Gulf Prepares for Peak Oil, It Turns to Nuclear

Personally, I’ve always had my doubts about Saudi oil supplies. Sure, there’s some room for strategic ambiguity here. But when someone is playing their cards too close you always have to wonder if they’re just bluffing. The following article would seem to indicate that’s just what the Saudis have been doing. This morning’s story in the Guardian that US diplomats believed Saudi Arabia to have overstated their oil reserves should ring alarm bells around the energy world.

Every time there is a debate about whether OPEC should raise production to lower oil prices [subscription req’d], many commentators argue it is irrelevant: that the Middle East doesn’t have as much oil as it says and that it can’t raise production enough to bring prices down.

If this is true, it has serious consequences for the oil price. If OPEC doesn’t have the slack to up production and bring prices down, they will have a lot further to go above the $100 barrier.

Simply put, the argument is this: Due to lower oil reserves, Saudi Arabia still has the power to drive oil prices up, but has lost the ability to drive prices down. If this theory holds, it’s rather daunting stuff for the world economy. 

So what is Saudi Arabia and the rest of the Gulf planning to do as oil supplies peak? Switching to renewables and natural gas, right? Almost. How about switching to renewables and nuclear power:

Saudi Arabia is moving forward with plans to produce power from nuclear reactors by 2020 in order to meet domestic power needs and to free up oil and natural gas for export and higher-end uses than direct burn for power generation.

In fact, Saudi Arabia is linking up with its neighbors in a regional power grid that will bring nuclear power from the United Arab Emirates to almost the entire Gulf.

Nuclear fits the bill, because unlike renewables nuclear provides baseload energy that emerging economies need to keep growth on track.

Given domestic consumption and the long-term liquefied natural gas (LNG) export contracts, the country has too little feedstock for electricity generation at seasonal peak times. This shortfall has resulted in service interruptions that have slowed industrialization and economic diversification programs, as well as economic growth generally.

And in a great piece, the UAE’s embassy describes why renewables—while part of the solution—are just not enough.

…Deployment of renewable and other alternative energy supplies, while desirable, would be able to supply only 6 to 7 percent of the required electricity generation capacity by 2020.

Oh, and probably somewhere in the back of their mind is that final fact: that uranium will last much longer than oil. Perhaps much, much longer. At least long enough for the Saudis to sell the last drop of oil under the sand.

Interesting turn of phrase. . .

I've seen some discussion that if you had enough nuclear energy, and that energy was cheap enough to produce, that the cheap nuclear energy could be used to pump *more* oil out of wells which are no longer commercially producing.

This is because there's more oil down in most wells, but once the internal pressure of the well drops, it starts to require too much energy too pump the oil up. But, if you have a lot of cheap nuclear energy, you can create steam, and inject the steam down into the wells which will do two things - heat up the oil so it becomes more fluid and the pressure of the steam can force the thinner oil up the well.

You might, naturally, ask, "why use nuclear energy to extract oil, when you can use the nuclear energy directly?" Well, oil is very useful for transportation and manufacturing certain chemicals, plastics, etc, and it might be cheaper to use the nuclear energy to pump more oil, than to try to directly use the nuclear energy for transportation, or to synthesize petroleum fuels using the nuclear power.

I've wondered before if OPEC nations might not develop nuclear energy capabilities in part to use some of the power to pump more oil for export and for domestic transportation use.

How many nuclear plants does it take to meet the world's energy needs?

Several weeks ago Joshua Pearce at Clarion University in Pennsylvania released a study titled “ Thermodynamic limitations to nuclear energy deployment as a greenhouse gas mitigation technology .” In the study he stated... nuclear energy production would have to increase by 10.5% per year from 2010 to 2050 to both replace fossil-fuel-energy use and meet the future energy demands. This line, of course, made the headlines and has been picked up by several outlets and blogs . When looking into his calculations for this statement, he made one assumption error that overstated the above sentence by nearly a factor of three. What Happens During a Refueling Outage?

You may have noticed over the past few weeks that a number of nuclear plants are shut down for refueling outages or are resuming operations after just returning from one. This type of routine outage usually occurs in the spring or fall when electricity demand is low so that nuclear reactors can replace about one-third of the spent fuel rods with new fuel and conduct other routine maintenance and repairs at the plant. To get a better sense of how refueling works at a nuclear energy facility, I spoke with Marcus Nichol, NEI’s senior project manager for used fuel storage and transportation, and asked him to explain the basics. Why does a nuclear plant need to replace one-third of its fuel?
