Well, except for CBS News, which senses potential viewers for weather freak out news and is willing to turn “cold weather” into a brand – the way the Weather Channel has attempted to name snow storms despite no pressing need to do so. It's the return of the polar vortex that brought misery a year ago. A mass of whirling cold air will dip southward this weekend, sending the mercury plunging. But here’s the problem: the polar vortex is right where it should be. And that’s important, because the actual polar vortex has implications for the energy sphere which risks getting muddled if every cold blast is called a polar vortex. The actual polar vortex sent temperatures plummeting so fast last January that it froze natural gas lines and coal piles. During that time, when the prices of natural gas skyrocketed and coal facilities had to shut down, wind and especially nuclear energy kept the lights on. IHS Explores Energy Diversity

Energy Diversity has always been a tough topic. Renewable energy advocates would prefer to see diversity end with their preferred gusty, sunny choices while the energy industry is wary of putting too many eggs in an intermittent omelet. Conversely, the polar vortex showed that natural gas and coal can be sidelined by physical limitations (coal freezing in piles) and operational considerations (natural gas diverted to home heating). But noting these things anecdotally is much easier than trying to quantify them. This is what IHS , a data and software company in Colorado, has tried to do in a report called The Value of U.S. Power Supply Diversity. It’s a worthwhile report because IHS is not in the tank (or reactor core) for any particular industry – it might like to service any and all of them, which one should consider in reviewing this report – and comes across as exceptionally even handed. Sen. Lisa Murkowski: “A wake-up call to the continued importance of baseload capacity.”

There’s absolutely no reason for a senator from Alaska to be so knowledgeable about nuclear energy, yet Sen. Lisa Murkowski (R-Alaska) is and has been one of its staunchest advocates. This is doubtless because she is the ranking member of the Environment and Natural Resources committee. Congressmen can be notoriously poor at learning the relevant issues of their committees, but Murkowski isn’t one of them – she really knows her energy beans and, as a bonus, has been one of the least ideologically driven members of the committee. She has worked comfortably with (the very liberal) Chairman Ron Wyden (D-Ore.) on legislation that avoids partisan potholes and aims to fix problems in the energy realm.  So we were very interested to see what Murkowski had to offer at the winter NARUC (National Association of Regulatory Utility Commissioners) meeting here in DC. Nuclear Fleet Shrugs Off the Polar Vortex Like a Comfy Old Coat

This really may seem kind of a nothing from a nuclear energy standpoint, but it’s not. It got cold – really, really cold – in much of the United States this week. Several sections of the electricity grid got pretty close to meeting their winter demand records , and some facilities – non-nuclear facilities – got knocked out by the cold. In fact, nuclear energy became the primary provider of electricity in New England, as natural gas choked up. Actually, the total impact, while good for nuclear, wasn’t all it could be : The decrease in natural gas electricity generation forced regional grid administrator ISO New England to call on costlier and dirtier coal and oil plants to make up the difference. Oil? That’s awful. Let’s be thankful this event didn’t go on for a week or more. How Nuclear Energy Keeps the Grid Up in Extreme Weather

Over the past ten years, two of the power grid’s worst ten days were during the polar vortex of January 2014 , and for 2014 alone, four of the top ten were caused by the vortex, according to a new report by the group that enforces reliability standards on the high-voltage grid . Weather-related challenges to the grid can be divided into two categories: the ones that disrupt load and the ones that disrupt generation. Thunderstorms, snowstorms, derechos and similar events that tear down local power lines are in the first category, and extreme temperatures are in the second. The distinction is important because if the power line in your neighborhood is taken out by a snow-covered tree, then it doesn't matter if the power plant is still running, and the system can get by on many fewer power plants as load disappears. ...

“A growing fragility in the U.S. electricity system”

In any large market, there are are trends that can be predicted and trends that cannot. For example, the loss of San Onofre (and some hydro plants) in California can be predicted to have an impact on the energy market, not least through an increase in carbon emissions. It would seem this is true, per this report from California ISO (the grid managers): The generation gap caused by having less hydro-electric and nuclear generation was filled, in large part, by natural gas. Natural gas generators supplied about 40 percent of ISO energy in 2013, up from 39 percent in 2012 and 28 percent in 2011. That’s not too bad – solar energy increased during the same period from 5 percent to 8 percent, so that helped stave off carbon emissions. Winter Fury, Meet Nuclear Reliability

Unless you live in Siberia, you probably don’t care much about when it snows there. But some meteorologists care, because it may act as a bellwether for how things will go in the rest of the northern hemisphere. And things are looking a little rough this season: About 14.1 million square kilometers of snow blanketed Siberia at the end of October, the second most in records going back to 1967, according to Rutgers University ’s Global Snow Lab . Nuclear Pros and Cons As Winter Returns

John Kemp, a Reuters market analyst, offers a negative view of nuclear energy. There's nothing in it that we haven't heard before, but it's interesting (I suppose) to hear the same arguments percolating as though they are new insights: But the promise of safe, clean and reasonably priced nuclear power seems as far away now as it was 60 years ago. We are still waiting for the safe, cheap and reliable reactor designs that were promised in 1956. Well, after watching a chemical spill send Charleston back to the 19th century - and beyond, since it could use the river then - I'd say safe and reliable is in the devil's eye. As for cheap: In the United States, the economics of nuclear power have been fatally disrupted by cheap gas, and in Western Europe as a result of cheap coal. In a Pit in Nuclear-Free Vermont

Up in Vermont, a good deal of its electricity was generated by Vermont Yankee, a nuclear facility state legislators worked like demons to close. They basically lost that fight, but Entergy will close it early anyway. Fine – so it goes – and Vermont got what it wanted. [N]ew Englanders, more than the residents of many areas of the country, are reluctant to give ground on quality-of-life issues in order to site new facilities or means of transmission. That means we say no to wind farms on the ocean or atop the mountains, for fear of affecting our views. We say no to pipelines and fossil-fuel-based plants for fear of air, water or ground pollution through emissions or spills. What to Do About the Summer Heat

It’s not even summer yet and it’s time to break out the handkerchiefs and mop the swampy brow. Could it be – El Nino? No, too soon, and anyway, meteorologists are backing away from their earlier forecasts that the young one will be particularly strong this year. It appears less likely than it did a few months ago that a “super El Nino” will develop. “Earlier in the spring we had rapid warming beneath the surface in the central Pacific and it was headed east,” said NBC News meteorologist Bill Karins. “That is why you heard many headlines saying ‘super El Nino possible this fall,'” Karins said, and that it “might be as strong and as bad as 1997-98. But since then the rapid warming has leveled off and even lessened.” So it’s an early blast of summer, likely to be followed by more summer, as Sol just does its annual thing. Cold, Sure, but Nuclear a Reliable Tonic

You’ve probably heard enough from us about last year’s polar vortex (brutal) and the nuclear performance during it (great), so we’ll keep this brief – or at least let others do do the talking. Here’s TVA : The Tennessee Valley Authority broke an all-time February power demand record Thursday morning with an estimated 32,109 megawatts at 7 a.m. EST, when the average temperature across the region hovered at 7 degrees. In its 82-year history, this is TVA’s highest ever demand for the month of February. The previous record was 31,045 megawatts set on Feb. 5, 2009, when the Valley-wide temperature was 15 degrees. TVA’s all-time power demand record is 33,482 megawatts on Aug. 16, 2007. All of TVA’s reactors operated at 100 percent over the last couple of days. What to Say and Who to Say It: A Lesson for Nuclear Advocates in Ohio

If you want to see where nuclear advocacy can get you, check out this editorial in the Akron (Ohio) Beacon-Journal: Nuclear power accounts for 14 percent of the electricity used in the state. Lose, say, Davis-Besse, and the task of curbing carbon emissions becomes much harder. The situation differs little for the country, with carbon-free nuclear supplying 20 percent of electricity. Ideally, the country would be adding further to its nuclear capacity, something that would become more financially feasible under a carbon tax. Yet even if nuclear is relatively expensive its use promises to be less costly than accelerating climate change. A carbon tax would enhance the competitiveness of wind, solar and other alternative energy sources, too. What distinguishes nuclear power is its capacity, running all day and night. Once More into the Frozen Breach with Energy Diversity

It may seem like an unseemly bit of crowing, but nuclear energy really did show its value during the polar vortex and subsequent winter deep freezes. We’ve talked about this in an ad hoc fashion, noting stories about the strain on the natural gas supply and even raising mild controversy about whether Beaver Valley shut down due to the cold – when in truth, it did shut down whatever the reason. Why split hairs? But now there is a more systematic assessment of that period from the Federal Energy Regulatory Commission . FERC describes its role thusly: “[It is] an independent agency that regulates the interstate transmission of electricity, natural gas, and oil. FERC also reviews proposals to build liquefied natural gas terminals and interstate natural gas pipelines as well as licensing hydropower projects.” And there’s more! Read here for that. Germany: It’s All About the Capacity Factor

Over on Atomic Insights, former NuScale chief Paul Lorenzini takes a look at Germany’s situation and bats away at misconceptions about the nuclear shutdown, one of which we’ve promulgated here . First, the nuclear phase out did not result in an increase in coal plant construction. As noted in this study by Poyre , Germany’s coal construction plans predated the nuclear phase out and, if anything, has been cut back from previous plans. Second, they did not fill the deficit created by shutting down their nuclear plants with fossil fuels. … To summarize, the increased generation from wind (12.9 TWh), solar (14.7 TWh), and hydro/biomass (12.7 TWh) during the period (all together accounting for 40.3 TWh), was roughly equal to entire deficit created by shutting down the eight nuclear plants in 2011 (41.1 TWh). The Energy Department has posted the first installment of its Quadrennial Energy Review . Quite sensibly, the department cast a critical eye on the sorry state of energy infrastructure: overstressed gas lines that leak, sometimes catastrophically, and can’t meet the demand during cold spells; bottlenecks in the rail and canal systems that move coal and oil; and electric generating stations that starve for fuel when the coal pile freezes. But the sections of the plan that have been published so far do not give any credit to generation technologies that do not add strain to the fuel shipment infrastructure. Mr. Alexander Goes to NEI

Sen. Lamar Alexander’s (R-Tenn.) speech at NEI outlined the reasons he thinks nuclear energy needs to be bolstered in the United States. He started with climate change, and interestingly, he imagined a United States without nuclear energy by looking at two countries that have foresworn it and one that has embraced it. The three-term senator , who also served as Governor of Tennessee through most of the Reagan years, compared the German situation with that of the UAE, which included a number of factoids I hadn’t seen put together quite this way: In just 12 years after notifying the International Atomic Energy Agency of its intent to install nuclear power, the Emirates will have completed four reactors, which will provide nearly 25 percent of its annual electricity by 2020. This is a nearly three-and-a-half times faster increase in emission-free green power than Germany has accomplished with wind and solar. The organization holding the auction is big in the electricity world but you may never have heard of it, and the thing being auctioned is obscure, too, so let me explain. The organization is called PJM , which once upon a time stood for Pennsylvania-Jersey-Maryland, but now it covers those states plus parts of 10 others. It runs the electric system stretching all the way from Delaware to Chicago. Some of the transactions it manages are second to second, some are in intervals of a few minutes. Vermont Yankee is a relatively small nuclear facility in a relatively small state. Its closure later this year will cause Vermont to import more electricity, but what happens in Vermont does not impact Vermont alone. That’s important and this week, NEI will put up a set of Web pages that zero in on the implications of shuttering a nuclear reactor. The articles are grouped under the title “ Closing Vermont Yankee ” and covers the electricity markets, the possibility of an energy crisis in New England and the efforts to reduce carbon dioxide emissions in the region and country.
