As Hurricane Matthew Approaches Florida, Nuclear Plants Prepare (Bumped with Update)

When hurricanes approach, experts tell people to stock up on drinking water and on food that doesn’t require refrigeration, top off their car gas tanks and batten down the hatches. Nuclear reactors also make preparations, with a more formal procedure. With Hurricane Matthew approaching Florida's coast, those procedures are already well advanced. Plant operators make sure their fuel tanks are topped off too. In this case, it’s diesel fuel, for the emergency generators that would start up and provide electricity for on-site needs if the high-voltage grid went down. The diesels are tested at regular intervals, in foul weather or fair, to assure a reliable back-up supply of electricity. Plant workers secure anything that could blow away. In this guest blog post, NEI’s Bill Skaff takes a quick look at how the nuclear energy industry is breaking new ground in using reclaimed water for reactor cooling. Duke Energy COL for Levy County Nuclear Plant Still Alive Outside Cost Recovery

We've been watching the wires pretty closely every since we caught wind of a potential announcement by Duke Energy about the proposed nuclear project in Levy County, Florida. So far, several outlets have incorrectly reported that the project has been permanently shelved. It's too bad those reporters didn't bother reading the fine print of the Duke Energy press release concerning a wide-ranging settlement with the Florida Public Service Commission (PSC) that went out about an hour ago (Bold emphasis mine): In 2008, Duke Energy Florida announced plans to construct two 1,100-megawatt nuclear units in Levy County, Fla. Why Building Too Much Natural Gas Capacity to Generate Electricity Could Come Back to Haunt Florida

Sensible Nuclear Outcomes in Florida and India

The processes may have been a little sloppy, but if the outcomes are good, so be it. First, in Florida : The Florida Supreme Court rejected on Thursday the challenge to a controversial law that allows electric utilities to collect money from their customers for nuclear-power plants that won't be built for years — if ever. The unanimous ruling, in a challenge filed by the Southern Alliance for Clean Energy, found that the 2006 law did not violate the Florida Constitution by shifting too much decision-making power to the state Public Service Commission. Also, it upheld PSC decisions that allowed Florida Power & Light and what was then known as Progress Energy Florida to collect $282 million in nuclear-project charges from their customers in 2012 alone. Crystal River When you hear that a nuclear power facility is closing, you may wonder if the end is nigh and all other facilities will close willy-nilly in rapid succession. Well, it could happen, just as anything could happen, but it seems far more likely that other factors play a role and are unique to the plant itself. Following a comprehensive analysis, Progress Energy Florida, a subsidiary of Duke Energy, announced today that it will retire the Crystal River Nuclear Plant (CR3) in Citrus County, Fla. A Little Now, A Lot Later–Florida and Cost Recovery

Michael Waldron, who is director of nuclear communications at Florida Power & Light , takes an unusually pugnacious tone in this op-ed in the Miami Sun-Sentinel. He is defending the concept of cost recovery, a process by which a company can levy a small surcharge on ratepayers to improve or build reactors. In this case, FPL is using this to upgrade their reactors at Turkey Point and do some early work on two more potential reactors there: Over the past several years, Florida's nuclear cost recovery statute has allowed FPL to upgrade our existing nuclear plants and add over 500 new megawatts of clean, cost-effective power-generation to our fleet.  To put this in perspective, this is about the same amount of electricity generated by a medium-sized nuclear power plant without having to build one. The Nuclear Reactor on Crystal River

Crystal River 3 No one wants drilling rigs to topple into the ocean. Or coal mines to leak toxic and/or explosive gases into tunnels. Or windmills to wipe out populations of bats. There are risks to virtually any human endeavor, of course, and there are benefits to balance against them, but the goal is always to minimize risk and maximize benefits. If the risk can be close to zero and the benefits considerable, that’s of course ideal if difficult to achieve. Striving for a Better Life

NEI, the nuclear industry and a stack of community colleges have a program to offer certification in several nuclear energy specialties. The program has been notably successful – you can read more about it here – but it’s always a treat when local press picks up on it. And that’s what the Miami Herald has done : Forty-one-year-old Tomas Alvarez left Cuba in December 2007 to settle in Homestead. While working for American Airlines as a skycap for four years, he learned to speak English. Now he has earned an associate’s degree from Miami Dade College and should soon start a new job as a nuclear technician with Florida Power & Light, one of the state’s largest employers. Alvarez received his training through the Clean Energy Institute, a cooperative program organized by MDC and FPL. FPL Finds New Nuclear Units at Turkey Point Still Economical

Last week, Florida Power & Light, subsidiary of NextEra Energy, submitted their annual filings on the need for two more nuclear units at its Turkey Point station. The units are projected to come online in 2022 and 2023. Below are a few highlights from one of the filings (pdf), p. 4: assuming the same medium fuel cost, “Environmental II” scenario, FPL expects that Turkey Point 6 & 7 will: Provide estimated fuel cost savings for FPL’s customers of approximately $1.07 billion (nominal) in the first full year of operation; Provide estimated fuel cost savings for FPL’s customers over the life of the project of approximately $75 billion (nominal); Diversify FPL’s fuel sources by decreasing reliance on natural gas by approximately 13% beginning in the first full year of operation; Reduce annual fossil fuel usage by the equivalent of 28 million barrels of oil or 177 million mmBTU of natural gas; and Reduce C02 emissions by an estimated 287 million...

Nuclear Liability in the Shadow of Bhopal

There’s been a lot of work done to expand the relationship of the United States and India, one part of which allows nuclear trade and technology to flow between the two countries. President George W. Bush’s administration worked through a lot of the issues, culminating in a so-called 123 agreement in 2008 opening nuclear trade. This agreement took so much effort because India has avoided anti-proliferation treaties and harbors nuclear warheads – resulting in a two decade moratorium – so the determinative factor was whether India in the interim had proved to be a good actor on the international stage. Answer: good enough. But one remaining piece of the puzzle was about liability concerns – whether most liability should lie with the supplier (which might be American) or with the operator (most certainly Indian). The View from Turkey Point

Interesting doings in Florida today: The Florida Public Service Commission rejected arguments from environmentalists and clean-energy advocates and voted 3-1 today to approve a request by Progress Energy, and Florida Power & Light, to charge customers for four new nuclear power plants that wouldn't generate any voltage until 2017. It’s a first shot on this story and not completely accurate. True, four new units are involved. Two of them – Progress Energy’s – will be in Levy County – we wrote about them the other day. The other two – FPL’s - will be put in the existing plant at Turkey Point. In addition, FPL won approval to increase capacity at four units, two each at Turkey Point and St. Lucie. Likewise, Progress Energy will be able to increase capacity at one unit at Crystal River. Nuclear Energy Under the Florida Palms

Here’s some interesting news out of Florida: A state Senate committee today approved a bill that would require Florida's electric utilities to get 20 percent of their power from "clean" energy, including nuclear and coal, by 2020. Under the bill, which was approved in a 6-3 vote, 5 percent of that 20-percent goal can be met with nuclear or new coal-burning technology. We’ll let coal take care of itself, but we think nuclear could very well get Florida to that 20 percent mark quite handily. Why? The Shaw Group Inc. and Westinghouse Electric Co. LLC have signed a contract for engineering, procurement and construction of a two-unit nuclear powerplant at a greenfield site in Levy County, Fla. Progress Energy Florida Inc., the owner, expects to receive a combined construction and operating license from the Nuclear Regulatory Commission by early 2012. And the schedule for this? The Happiest Place in the World

That of course would be Walt Disney World, but in neighboring Levy county, the next most happiest, Progress Energy is set to build a new nuclear power plant. The response by Orlando Sentinel columnist Mike Thomas is exceptionally upbeat : Locally, the only major controversy comes from neighboring Citrus County, which houses the utility's Crystal River nuclear plant and is miffed it isn't getting this one. The state of Florida is gung-ho, which means no major obstacles from the Public Service Commission or Department of Environmental Protection. Nuclear power is the only option available to meet Gov. Charlie Crist 's ambitious goals of reducing greenhouse gas emissions. A new state law will allow Progress Energy to begin collecting money for the $17 billion facility in advance. More on Last Week's Florida Power Outage

For those who have not heard what the cause was : A Florida Power & Light engineer not following proper procedure was the sole cause of Tuesday's massive power outage that left millions without electricity throughout the state for a few hours, FPL officials said Friday. ... FPL President Armando Olivera said a preliminary investigation found that not one customer would have lost power had proper procedure been followed. The engineer, who Olivera refused to name, disabled two levels of relay protection, while diagnosing a piece of malfunctioning equipment. When the equipment short-circuited, there were no protective measures in place. ... The engineer was working on a piece of equipment that controls voltage at the Flagami substation in West Miami. While he was diagnosing the problem, an arc -- originally thought to be a small fire -- occurred and melted some of the equipment. Since the protective relays had been disabled, there was nothing in place to contain the problem. ... O...

Florida's Power Outage

A widespread power outage in Florida occurred just after 1 PM Eastern today affecting several millions of Florida customers. Two of Florida's five nuclear reactors were shutdown as a result of the outage. Here is a statement from the Nuclear Regulatory Commission : At approximately 1:09 p.m. today, Turkey Point's two nuclear reactors (units 3 and 4) automatically shut down from 100% power in response to an "undervoltage" caused when two power distribution lines between Miami and Daytona went down following an equipment malfunction in a substation near Miami. The automatic trip of the reactors is a safety measure to protect plant equipment from abnormal power line voltages. The reactors are likely to be shut down for 12 to 24 hours, as part of a regular re-start protocol, with offsite power sources remaining available. Emergency diesel generators were not necessary. FP&L Files Paperwork with Florida PSC on Need for Additional Reactors

From FP&L : Florida Power & Light Company today proposed making nuclear power a bigger part of Florida’s energy future. In the first step toward building two new nuclear power units at its Turkey Point generating complex, FPL filed its plans with the Florida Public Service Commission.
