Q. If you could institute by fiat one environmental reform, what would it be?
A. I would allow car manufacturers and utilities to expense the manufacture and sale of 20 million fuel-cell-powered electric vehicles per year in the U.S., powered by hydrogen produced from nuclear power plants, wind turbines, hydro, photovoltaics, and ocean-powered electric power plants.
