There's another instance in that article (from the antinuclear Healthy Environment Alliance of Utah) of "soft" opposition to nuclear power - "We don't oppose nuclear, but try everything else first" (so, never actually get around to nuclear). Just as bad in practice but sounds better to public starting to detect the unreasoning nature of "hard" opposition.
