Hydro Quebec has been hiring a lot of trainees for the nuclear program over the last year. Stole one of my young employees right from under me.
I don't think Hydro wants to loose the skills of nuclear operation, nor is it likely the government wants to ether. This coupled with a very weak and disorganized antinuclear block probably means the project will go through.
Ultimately the exploitation of the remaining potential hydropower in Northern Quebec will be so expensive that nuclear may be the more cost competitive source in the foreseeable future.
